Residential Parking Program

Residential parking permit holders can only park in their specific residential zone and are required to obey all traffic by-laws, including all annual snow route bans, residential parking bans, and public works street works signs for spring street cleaning.

Residential Parking Programs help communities manage non-resident vehicles in their neighbourhood by restricting the amount of time non-residents can park. Through the permit system, eligible residents can be exempted from timed restrictions.

Residential parking permits are available to residents who live on a residential street  that have one or two hour residential time restrictions in place or where a meter was installed to replace the time restriction.

Only one vehicle license plate will be allowed to be registered per residential parking permit. There continues to be a limit of 3 permits per residence.

Applying For a Residential Parking Permit

Please see below for what documentation is required when applying for a residential parking permit.

All outstanding fines and/or balances must be paid in full prior to the renewal or issuance of a residential parking permits.

Permit Application Renewal

The ability to apply and renew Residential Permits online is available.

Payment accepted by Credit Card only for online applications (Visa, MasterCard, American Express, or Discover); upon review of a submitted application, a Parking Representative will be in contact to process payment.

The option to renew by mail is available to current Residential Permit Holders only.

Required documents to be included in mailed applications:

  • Payment accepted by Cheque only; $25.00 payable to City of Winnipeg
  • A Completed Application Form, which can be found below
  • All other required documents in the section titled “Required Documentation”
  • A valid e-mail address on the Permit Application so a Permit Confirmation e-mail can be sent out once the permit has been processed, indicating the permit has been approved.

Note: A renewal of your parking permit(s) require the same documentation as a new application would to ensure proof of residency in the location for which the permit was originally obtained. Before coming to our office, please see below for what documents you will require.

Required Documentation

Item 1: Identification

This identification must reflect your current address where you reside, usually a Driver's Licence or other ID with current address. Expired identification cards are not accepted.

Item 2: Valid MPI Registration

Always bring/submit your valid MPI registration (blue piece) and your Certificate of Insurance (white piece) for each vehicle that requires a permit.

Item 3: Proof of Residence

Further documentation may be required if you are a dual citizen, student, or if the vehicle is registered to a business or someone else, such as a:

  • piece of recently dated mail (utilities bill or credit card statement); or
  • current rental agreement (signed and dated)
If... Accepted Documentation

Your vehicle is registered to someone else (parent/spouse/partner)

  • Identification and vehicle registration (Items 1 and 2)
  • A signed and dated letter from the registered vehicle owner confirming the applicant maintains primary care and control of the vehicle, listing the vehicle licence plate


Your vehicle is registered to a business
  • Identification and vehicle registration (Items 1 and 2)
  • Recently dated letter on company letterhead – stating the vehicle is required to be taken home from work, including the applied-for address within the zone and vehicle licence plate


You're a dual citizen or have multiple residences
  • Identification and vehicle registration (Items 1 and 2)
  • Proof of residence displaying both the applicants name and applied-for address, such as a current rental agreement or recently dated mail such as a utilities/phone bill or bank/credit card statement (Item 3)


You're a student from out of town
  • Identification and vehicle registration (Items 1 and 2)
  • Proof of residence displaying both the applicants name and applied-for address, such as a current rental agreement, recently dated mail such as a utilities/phone bill or bank/credit card statement, or a letter on the schools' letterhead indicating you are a student at the school indicating the address of housing (Item 3)
  • One of the following, indicating proof of enrolment issued by the educational institution:
    • Current school semester timetable
    • Enrolment letter identifying you are a current student
    • Current student identification with program expiry

Changes to Your Vehicle Information

Changes to the vehicles associated to your permit can be made by filling out the form below and providing to WPA. All vehicles must be registered to a valid permit in our system prior to parking within your zone.

Plate updates require a minimum of 1 business day to be processed.

Cancelling a Parking Permit

If you no longer wish to park in a WPA parkade or lot, please remit the following to the Parking Store at 495 Portage Avenue:

  • written notice in the form of a completed cancellation form, providing one calendar month's notice.

Exceptions to Residential Parking Rules

Vehicles displaying a valid Manitoba Possible permit for those with disabilities may park for up to four hours in time restricted areas.

Cost of Residential Parking Permit

For current rates please refer to the Fee Schedule. The fee is non-refundable.

You may start parking the day after the virtual permit is purchased and processed by our office. Visit our FAQs for more information pertaining to virtual permits.

Visitor Residential Parking Permits

Permits for out-of-town visitors staying at your residence for a minimum of 3 days up to a maximum of 30 days are available from our office. No residency may have more than 2 valid visitor permits at any one time.

Short term visitors

All requests for visitor permits for a duration of less than 3 days should be directed to 311 for a lifting of restrictions.

Residential Permit Holders:

As all permits are sold under the residents account, the resident must be the one obtaining the visitor permits.

As a valid residential parking permit holder, you will be required to provide one of the following as documentation:

  • Visitor’s vehicle registration; or
  • a statutory declaration of the visitors vehicle information (statutory declarations are available at our office)

Cost

Current residential permit holders may receive a complimentary visitor permit for a period of up to 2 weeks. Visitor permit requests past the 2 weeks up to the maximum 30 days are $5.00 including GST and are non-refundable.

Residents without a Residential Permit:

As all permits are sold under the residents account, the resident must be the one obtaining the visitor permits.

Without a valid residential permit, you will be required to prove your place of residence prior to being issued a visitor permit for your guest. The following documentation will be required:

  • Your valid I.D. showing your current address such as a driver’s licence
  • Another piece of proof of address such as a recently dated bill, vehicle registration or health card
  • Visitor’s vehicle registration or a statutory declaration of the visitors vehicle information (statutory declarations are available at our office)

Cost

Visitor permits past 3 days up to the maximum 30 days are $5.00 including GST and are non-refundable.
