East & West Exchange Monthly Residential Meter Parking Program
Exchange Residential Permits are monthly paid permits, valid for 2 hours of parking at City of Winnipeg on-street low demand meters. They may be used for a maximum of 2 hours total on any given block face in a metered location per 24 hour period. Depending on your zone they will also allow parking for a full day in specific metered locations.
East Exchange Permit, valid for 2 hours of parking at on-street low demand meters and may also be used to park for a full day at low demand meters on Galt Ave., Pacific Ave. and Alexander Ave. between Lily St. and Waterfront Drive.
West Exchange Permit, valid for 2 hours of parking at on-street low demand meters and may also be used to park for a full day at low demand meters on Dagmar St. between Notre Dame Ave. and William Ave.
Residential Permit Area Maps
2 Hour Meter Permit holders may re-meter for 30 minutes after the 2 hours has expired. The 30 minutes must be purchased through an alternate payment method as the extension is not included in the monthly permit cost.
The permit does not authorize parking in certain areas where parking generally is prohibited, including but not limited to areas designated by posted signage, including temporary signage, as “Loading”, “No Stopping”, and “No Parking” zones.
Only one vehicle license plate will be allowed to be registered per parking permit.
Applying For a Residential Parking Permit
The Exchange Residential Meter Permits are available to residents living in the East or West Residential Exchange Zones, the permit zone will be dependent on the address of the applicant.

All outstanding fines and or balances must be paid in full prior to the renewal or issuance of parking permits.
Required Documentation
If you are the applicant, you must come in to the Parking Store at 495 Portage Avenue. Please bring the following:
- credit card
- or void cheque (requires completed Pre-authorized Payment Form)
- Item 1 & 2 below, and Item 3 if applicable
Item 1: Identification
This identification must reflect your current address where you reside, usually a Driver's License or other ID with current address.
Item 2: Valid MPI Registration
Always bring your valid MPI registration for each vehicle that requires a permit.
Item 3: Proof of Residence
Further documentation may be required if you are a dual citizen, student or if the vehicle is registered to a business or someone else.

Changes to Your Vehicle Information
Changes to the vehicles associated to your permit can be made by filling out the form below and providing to WPA. All vehicles displaying a valid permit must be registered prior to parking within your permit.
Note: After hour submissions will be processed the following business day.
In the event a penalty notice has been issued after submitting the plate change request, please have the registered vehicle owner submit a request for screening.
Cancelling a Parking Permit
If you no longer wish to park with the permit, please remit the following to the Parking Store at 495 Portage Avenue:
- a completed cancellation form, providing one calendar months’ notice
CANCELLATION POLICY
One calendar month’s written notice is required for cancellations. The cancellation must be received by the Winnipeg Parking Authority by the 1st of the month for cancellation to be effective on the last day of the month. The 1 month notice period will not start until this form has been successfully received by the Winnipeg Parking Authority.
NOTE: Failure to submit the form with proper notice prior to the requested cancellation date will result in charges continuing until a month’s notice has been provided.
